Patna: The initial phase of the Special Summary Revision (SSR) in Bihar has been successfully completed with active participation from voters at the grassroots level. As per the Election Commission’s instructions dated 24 June 2025, the process is being executed uniformly across the state without any changes to the prescribed guidelines.
During the first phase, printed enumeration forms were distributed to all available voters. This crucial stage is now nearly complete, and the forms have been provided to voters across the state. As per the latest data, by 6 PM today, a total of 1,69,49,208 enumeration forms have been received, which accounts for 21.46% of Bihar’s estimated 7.90 crore voter population.
In the last 24 hours alone, over 65.32 lakh forms have been submitted. With 19 days still remaining before the final submission deadline of 25 July 2025, officials expect participation to rise significantly.
The uploading of forms has also begun at a fast pace, with 7.25% of the forms already uploaded to the system. Partially filled forms can be downloaded from the ECI Portal (https://voters.eci.gov.in) and through the ECINET App, and voters can submit completed forms directly via the app.
To support the fieldwork, 77,895 Booth Level Officers (BLOs) are conducting door-to-door visits to assist voters in filling and collecting forms. Many BLOs are also capturing live photographs of voters to simplify the documentation process, reducing the need for voters to provide separate photographs.
Additionally, 20,603 more BLOs are being appointed to meet the growing demand. Around 4 lakh volunteers, including government staff, NCC cadets, NSS members, and others, are working to assist senior citizens, persons with disabilities, the sick, and economically weaker groups in completing the process on time.
To further ensure efficient execution, all 243 Assembly Constituencies (ACs), 963 Assistant Electoral Registration Officers (AEROs), 38 District Election Officers (DEOs), and 239 Electoral Registration Officers (EROs) under the Chief Electoral Officer (CEO) of Bihar have been deployed at the grassroots level.
In addition, 1,54,977 Booth Level Agents (BLAs) appointed by various political parties are actively collaborating in the SSR process, contributing to its transparency and inclusiveness.
As per the guidelines, only those whose forms are submitted before 25 July 2025 will be included in the draft electoral roll to be published on 1 August 2025. Any missing documents can be submitted during the claims and objections period if the applicant’s name is already in the draft roll.
